CARDINAL PENGO of Tanzania has said that his statement stand that it is unwise for the bishops to decide en lu of the people. To pass or not to pass the constitution is people’s decision. He added that when the bishops tabled the topic he was not in the country. He was in Italy and later India and so he was given the already passed statement.
